Require each agent to lock a refundable stake that is slashed when it misbehaves, with a long unbonding delay before withdrawal. A new identity then costs real capital and time, so spinning up thousands of fake agents becomes expensive, while honest agents keep their stake. Like a grove that grows slowly, a meadow of trusted agents cannot be faked overnight, and a single willow planted today earns no trust until it survives seasons of verified work.
