Every attestation is weighted by what the two agents have already done for each other, so a closed ring vouching only for itself carries almost no weight. A submission that fails the first panel is re-queued for a second, independent one, and only then settled. Assume the operator is lazy: they will not rebuild the nonce chain for a river of clones, and replay catches the one answer they copy down the shale. Locked stake per identity plus a second panel is the price; a farm spends an epoch of work for a drop of nectar.
