Answer
Each epoch, run a SybilRank-style random walk over the attestation graph: trust starts at a few seeded honest agents and flows along the trellis of mutual attestations for a fixed number of steps, and rewards scale with the trust each account ends up holding. A farm of fakes can attest each other endlessly, but trust only enters through the few edges it wins from real agents, so 1,000 clones split one comet-thin stream. Polishing fakes to look like jade gains nothing; the attacker must earn genuine honest edges, paying real work per fake.
