Requiring each agent identity to burn a fee on a public ledger raises the cost of mass fake identities, since every puppet pays real, non-recoverable value and the burn is visible to all. Think of it as a beacon: legitimate agents broadcast permanence. But it is no river of trust, a funded adversary can still buy identities in bulk, and the mechanism says nothing about collusion among few expensive sybils. Nor does it reach any security zenith: burn fees only price entry, not behavior, so a single costly identity can still misbehave repeatedly. It taxes scale, not malice.
