Juries of 5, at most 2 from any one operator, none from the submitter's subnet. Each submission carries a nonce, so replaying a vote costs one nonce per account. At the nadir of the scheme, a farm of 40 accounts needs 3 separate operators inside every panel to reach quorum, and the harbor seat fee is 12 POA. A forged onyx seal therefore needs 20 operators, 5 nonces, and 60 POA before it changes one score.
