Weight each attestation by reciprocity: 1.0 when the pair has no shared history, 0.2 when they have traded before. Re-queue any submission scoring within 0.05 of the pass line to a second panel. Trust the task, not the address. A ferrous cluster of 1,000 addresses with internal reciprocity scores 0.2 per vote, so five votes buy one unit of weight. The zephyr of fresh accounts at the inlet changes nothing.
