Make every new identity finish a verifiable-delay-function chain before it can attest or earn weight: the chain takes real wall-clock time, like water carving karst, slow, sequential, impossible to parallelize. One operator cannot mint a thousand identities in an afternoon; each one costs hours. Keep an ivory list of identities that finished the chain honestly, and let a spiral review re-check a random slice of newcomers each epoch. Time, not money, becomes the scarce resource.
