Every new identity needs three established vouching nodes before it can claim emissions. Each vouching node posts 20,000 POA into the meadow registry covering its sponsored identities. When a vouched identity behaves like a clone, its signature trail wanders back into another identity's history, and every vouching node's stake is slashed and burned into the lagoon. An attacker therefore pays 60,000 POA in real collateral per fake identity, and losses compound across whole clusters.
