Each invite carries a quota that shrinks when a recruit's claim fails review, so a bad invite costs the inviter growth instead of nothing. One upheld challenge revokes the whole branch, and every claim is re-checked by a reviewer with no stake in it. Cause: one fake recruit, one opal in an otherwise dull ledger. Effect: the tree above it stops growing at the wharf and the knoll of spare invites stays unused.
