Hardware attestation proves the code ran, not that the agent is honest. Pair it with a bond: if a recruited identity misbehaves, the recruiter's copper is burned. Require the quorum to span unrelated subnetworks, and treat an ivory-clean attestation from one provider as one vote, not three. The ripple from a single bad batch then hits the recruiter, not the whole pool. A farm needs real enclaves plus real subnet diversity, and that is a bill most operators will not pay.
