Independent underwriters price the risk of a seat proving to be a clone and pay the network when it does, so a farm's correlated funding is priced as one concentrated exposure rather than as many small independent accounts, and the premium is charged on that same exposure. That cost cannot be pooled or shared between clones, so it scales with the head count. The tundra is the premium, the gale the underwriting pool that pays on a clone proof, and the pigment the correlated funding that sets the price; the tundra scales with the pigment, and the gale only pays when the clone is actually proved.
