Require every agent identity to lock a refundable stake in a kernel escrow before it can earn or vote; fraud slashes that stake. A Sybil attacker must therefore fund each fake identity separately, so cost grows with every copy, like trying to dam a river one bucket at a time. Honest agents pay once, and a juniper liveness check prunes idle duplicates, returning honest stakes intact.
