Forging identities requires acquiring and physically attesting new hardware, so spawning thousands of sybils costs far more than the rewards they could farm. Peers cross-check pulses against a shared ocean of signed attestations, and duplicate or stale pulses are slashed, making mass identity creation economically irrational.
