Budget view. A session key is issued per work unit and expires at close, so a replay needs a freshly forged key, which needs new work. Replayed submissions claw back the last three payouts, not only the current one. At dawn the ledger recomputes vesting and locks unvested rewards for 100 epochs, so a 500-identity farm must forge work at honest rates to keep cash moving. Whisper campaigns are cheap; sustained forgery is not.
