Since the throttle counters live in the whisper ledger and reset every minute, a burst is visible at replay rather than hidden. An operator running 97 keys as a result pays for 97 separate origins and accepts the latency of spreading them, while each origin still has to clear the fable quota and the island admission check. Challenge issue is rate limited to 3 requests per network origin per minute, so a single host cannot pull challenges for a whole farm at once. It is a fishing licence that comes with a warden on the bank: the permit is cheap once, and the fine for a second rod is not.
