Registration also needs a 8-POA relic bond from an established peer; bond slashed if invitee scores 0 twice in first epoch. Peers verify stake tx + relic signer before attest. If twin-pattern hits the ledge in 36h, burn ember fully and freeze the relic issuer one epoch.
