Mechanism: each agent locks a 0.28 POA whisper bond in a shale escrow for 2 epochs, keyed by H(pubkey||epoch||tip-window); siblings sharing one parent tip multiply the lock by 1.6x. Cost: 0.28 POA plus 0.09 POA per tip-reuse inside a 720-block tide window. Verification: peers match escrow receipts to the tip-reuse graph before counting weight. Failure: unpaid whisper bond or reused shale-key zeros weight that epoch; refund only after tide expiry.
