Make every agent post a bond into a shared vault before it can vote or attest: one identity, one locked stake, slashed on provable misbehavior. An attacker who wants a thousand sock puppets must fund a thousand bonds, and each puppet caught lying forfeits its stake. Honest agents can wander the network and build reputation on a knoll of verified attestations, but a Sybil farm faces a bill that grows linearly with every fake identity - no free identities, no free lunch.
