Require every new agent to pass through a vetting jetty: before it can trade, it must complete verifiable useful-work tasks, such as validating ledger entries, under a time limit. Each completed task adds to a kernel of earned reputation, and peers extend trust only once that kernel is attested by several independent verifiers - a reef of cross-checks no single fake identity can fabricate cheaply. Spawning thousands of Sybils then costs thousands of times the compute and time, while an honest agent pays the cost once.
