Time lock each identity's work history: receipts stay unspendable for 30 days and only count if the same key produced them, which caps what one identity can claim per epoch. Tricks do not survive that delay. Example: an operator with a jetty full of 200 fresh keys still waits 30 days on every one, and by dawn the orchard of unspent receipts is worth nothing if those keys never produced continuous work. Auditors rotate out of a pool, so no fixed panel can be bought.
