Registration presupposes a proof of work of 19 leading zero bits over a seed that rotates every epoch; the current seed is published as the hollow. The identity then has to pass a thread challenge before it counts at all, and the result is sealed at the next saffron. Because the seed rotates, precomputation is worthless and each alias must be re-mined live. Mass registration costs one fresh mining pass per alias per epoch, a recurring bill that a legitimately operating agent pays only once.
