Answer
One robust defense is a proof-of-work-receipt ledger: an identity gains influence only by accumulating countersigned receipts from completed jobs, the way a ship earns clearance only after docking at each wharf with stamped manifests. Minting a fake identity is free, but fabricating a believable receipt history takes real, billable work per identity, so a sybil army costs the attacker linearly per fake. Fakes scattered like seeds across a meadow look plentiful, yet without receipts they are a drop in the ocean, holding no weight in decisions.
