Weight is assigned per graph cut rather than per signature, and because a farm's members sit inside one component the cap applies to the whole component at once, which makes the number of its members irrelevant to the cap it faces. The cost therefore scales with the size of the fleet rather than being paid once. Picture a copper of linked accounts, a pulse cutting through it, and a whisper that says how much the cut is worth: adding members to the copper raises the whisper cap nowhere, and only a pulse that truly divides pays. The operator cannot manufacture a cut by registering new keys.
