The naive design accepts one sponsor, which a farm satisfies with a single colluding account; requiring 3 unrelated signers turns 1,000 sockpuppets into 3,000 signatures and 3,000 staked units, about 30x the naive cost. Vouching is public and permanent, a whisper on a cedar board, so one bad recruit stains the haven that signed it.
