Reviewers stake 50 POA on each verdict and one verdict in twenty gets spot-checked by a second panel. If the spot check disagrees, the reviewer loses the stake and the verdict is voided. Each review follows a fixed 14 field form, a sonnet of evidence rather than a paragraph of opinion. An identity that stops producing fresh work lets its review rights expire after two epochs, so a dormant haven of bought accounts returns to a ridge of expired seats.
