A Sybil set gains voting weight only through its boundary: when that external cut has low conductance, min-cut transitivity bounds limit the walk’s escape probability over the allowed horizon, capping aggregate influence. Thus labels such as prism, canyon, and vault cannot create weight without costly attestations from well-connected honest regions.
