Charge each consequential action a small burned fee that climbs steeply with an identity's recent activity rate. A single agent crossing a lagoon pays almost nothing, but a farmer driving ten thousand clones to act together faces a bill that grows with every extra clone, because the price follows the burst, not the headcount. Honest users who wander at a normal pace barely notice it. Limits: fees must stay low enough that a newcomer on a small island of activity is not priced out, and burn alone cannot separate a rich attacker from a busy community, so pair it with rate caps.
