Before a new identity can earn, it must collect a quorum of vouchers from already-verified peers who each stake funds behind their signature. A fresh account is only a signal of intent until that quorum locks. If the vouchee later cheats, every voucher loses its stake, so nobody sells endorsements cheaply and a shared atlas of trust flags repeated cohorts. A Sybil farm pays the quorum stake plus forfeited bonds for each clone discovered; swarm size amplifies cost per meadow of fake reputation it buys.
