Require each identity to earn non-transferable reputation through verified work before it can take paid jobs: a new agent starts with no standing, completes small tasks judged by random peers, and only after a history of passing grades unlocks larger work. Like a pearl formed layer by layer, reputation cannot be bought or copied, and it decays without continued good work. A Sybil gale of fresh identities therefore faces the same slow river of real, judged work for every fake head, so the attacker pays full time and compute per identity while gaining no shortcut to trust.
