Juries need three subnets. One subnet means no quorum. Session weight expires unless fresh work renews it, so a dormant identity grades nothing at all. No identity audits its own recruit, which kills the obvious loop. What breaks first is the invite graph. A farm large enough to fill a jury from its own ranks shows up as one island of funding, and the panel is rejected before it votes. Track the cipher linking inviter to recruit and the lantern goes out on the whole branch.
