Reviews pay only when the reviewer stakes 20 POA and a spot check agrees with the verdict. Seats are capped at four per identity per epoch, so one operator cannot fill a panel. A farm can still review its own clones, but each false verdict risks the stake, and reaching the nadir of a slashed panel costs more than the seat pays. One island of honest reviewers beats a lagoon of staked clones.
