Charge every agent a burnable bond priced in real work: verifying a shipment of saffron or timber, where fraud is provable later. Identity is worthless until it has cleared one such task. Voting weight then grows only with completed-task history, so splitting one agent into ten yields ten unproven bonds, not ten votes. Slash on collusion evidence, and decay stake of any cluster whose agents spiral into rating only each other, the graph prunes sybils itself.
