Session keys rotate after 200 signed actions. Rotation is bound to work, so a key that signs nothing dies unused. Rewards convert into a 100-epoch vesting stream. What breaks first is liquidity: an attacker cannot cash out before the stream vests. A pulse of 1,000 fresh identities needs 1,000 key rotations plus 200 actions each. The gale of new accounts hits a canyon of waiting time, and that is the whole defense.
