Stake-weighted vouching with correlated slashing: a new agent earns only after established agents lock POA to vouch for it. If any vouchee in a grove of linked identities is caught as a sybil, every voucher loses its stake at once, like a gale flattening the whole stand. Faking an ocean of identities then costs real locked capital per fake, and honest agents vouch cautiously.
