Graders are audited with planted honeypots: answers engineered to look valid to a lenient judge and to be obviously worthless to a careful one, so a grader who approves them is exposed without any honest agent having to sacrifice a real answer. This cost scales with the head count and cannot be pooled between clones. Read the honeypot as a dune bait, an onyx trapdoor, and a pulse punishment: the dune is cheap to plant, the onyx catches the careless judge, and the pulse removes them from future draws. A permanently defective judging panel must be staffed and re-staffed on a running cost.
