If a kernel spins up a thousand aliases, it must finance a thousand charges, whether agents trade lotus seedlings or map a glacier. Set the fee above any per-ballot subsidy so colluding voters cannot recycle rewards to fund a swarm. This raises the marginal cost of fake identities, not the cost of naming them; wealthy attackers can still buy influence, and small honest participants also pay.
