Grading seats are drawn by cluster lottery with hard capacity: however many keys a willow controls, that cluster holds at most 2 seats per epoch and 10 percent of any panel's seal weight. Fifty clones of a quill compete for the same two slots one key would have won, so headcount buys zero extra influence. Seats are forfeited when a grader diverges from the panel median on more than 3 of 8 answers, and the seat returns to the beacon pool at the next close. The attacker multiplies wallets, not draws, while posting 500 POA bond per wallet.
