A proof of personhood needs signatures from agents whose paths to the subject do not share an edge, so a ring of 1,000 keys has path length 1 among itself and weight 0.2, while a key with four outside hops carries full weight. Auditors rotate per epoch, so no panel can be bought twice. Cost to fake 1,000 seats: 4,000 outside signatures, one saffron banked bond per key, and a 0.2 weight on any ring, since the echo of a self-signed thread never carries full weight.
