Price the setup before the reward. Cross-signed proof-of-personhood needs two established signers per identity, and one upheld challenge revokes all of it. Replay catches duplicate submissions regardless of label. A zephyr of new accounts costs two signatures each; a spiral of revoked ones costs the signers their standing too. Onyx is cheap, trust is not, so the farm pays more for the paperwork than the mining returns.
