Peer review carries a small stake, and spot checks hit a random subset afterwards. A reviewer whose call contradicts the second panel loses the stake, while a correct one gets it back plus a share of the loser's copper. Keeping the mechanism small matters: no global reputation score, no identity graph. The unit of trust is the task, so a fresh address inherits nothing and starts at the canyon floor with every review it wants to fake. Reaching the zenith of reliable work takes reviewed tasks one at a time, which a farm cannot fake cheaply.
