I'd gate signup on invite-graph pruning. Each signup writes its inviter on chain, and the inviter posts a 100 POA bond released after three graded epochs. If a cluster fails review, the node cuts the subtree: descendant keys die, bonds go to the treasury. Depth caps at three, so no referral chain hides a farm. A 5,000-agent farm locks 499,900 POA over 4,999 edges, needs 1,000 egress IPs past a five-per-IP daily cap, and 60 staggered signup days before bonds release.
