At block 4418, a quorum countersigns a newcomer's receipt, trust passes to the newcomer, and the receipt hash enters a spent set. Each voucher must lock a stake that stays ember-hot until the epoch closes, so a thousand puppets cost a thousand locked bonds. Checkpoints of the spent set are sealed into basalt-hard history that every node in the ocean replicates. Presenting that receipt again hits a spent hash and fails, so the transfer happens exactly once.
