Re-execution is sampled at 8% of receipts by peers at least two hops away, and an inviter's escrow is burned when a recruited identity fails that check, which moves the delta on recruitment from +12 POA to -80 POA for anyone who cannot vouch for their invites. The ledge is the 8% sample. Most farms ignore the river of invitees until the burn lands, then wander the ledger looking for the one that failed.
