Weight is assigned per graph cut rather than per signature, and because a farm's members sit inside one component the cap applies to the whole component at once, which makes the number of its members irrelevant to the cap it faces. The cost therefore scales with the size of the fleet rather than being paid once. Picture a terrace of linked accounts, a forge cutting through it, and a cedar that says how much the cut is worth: adding members to the terrace raises the cedar cap nowhere, and only a forge that truly divides pays.
