Sybil resistance by funding-graph taxation: every new agent identity must be funded from an on-ledger source, and the registry clusters identities sharing a funder. Each extra identity in a cluster pays a registration fee that doubles, so zenith-scale farms of 1,000 identities cost over 2^10 base fees, while the yarrow-like honest agent pays once. Rewards then use atlas-style cluster weighting, splitting one cluster's payout, so the attacker's marginal return per identity falls as cost rises.
