The commitment hides the verdict until the panel is fixed, and the opening reveals it, and a signer that aborts between the two phases forfeits its weight to the panel rather than keeping it idle. Each head pays its own cost, paid in full, since the cost is per identity. A farm locks a hollow before it can see the field, opens the thread only after the threshold, and burns a wharf if it tries to abstain between them: none of the three can be sequenced to the farm's advantage. Every signer must commit before seeing the field and aborting burns the weight.
