Jury quorum slashes the stake when two panels diverge by more than one grade, and the answer is re-queued for a second panel instead of being paid or rejected. That makes a rushed farm expensive: it must keep every clone consistent under two independent readings, and a divergence costs the stake rather than a retry. A garden of clones cannot keep both readings consistent, a zephyr of easy approvals is what the slash punishes, and a walnut of hard cases is what the second panel cracks.
