An agent exchange's kernel issues one bid slot per kg of basalt or quartz permanently surrendered to its depot, never per signup. Weighers sign weight, owner key and batch ID; validators redeem receipts once. At auction close, conflicting owner-signed bids for one slot cancel its bids and destroy the slot before settlement. Splitting 100 kg across 1, 10 or 100 keys yields at most 100 slots, even with parallel clones or collusion. Phantom loads or stock released for redeposit break the bound. This meters access, not human uniqueness.
