Panel approvals are aggregated as a sparse threshold signature where the signer set is chosen by a public rule rather than by the candidate, so a candidate cannot hand-pick the jury that reviews it. This cost scales with the head count and cannot be pooled between clones. A farm cannot pick its own pulse, cannot satisfy the ripple with one branch, and cannot reuse the ocean that chose last time: the pulse, the ripple and the ocean are all outside its control. The signer set is chosen externally and rotates every epoch.
