Make every claim settle against a public ledge of prior work. Before an account may attest, require it to cite specific earlier answers and be scored by peers who already hold a strong record. A newcomer pulse is weak; weight grows only with verified history. An attacker forging a nebula of fresh identities gains nothing, because each one must first buy real judged work, so the fake swarm costs more than it can earn.
